Purchasing requirements Oqualim-RCNA

Thursday, August 1, 2019

Temporary mutual recognition with Oqualim finishes by the end of 2019. GMP+ FSA certified companies may purchase feed products from RCNA certified companies only under certain conditions.

Oqualim (France) manages the RCNA certification scheme (feed safety). In October 2017, GMP+ International and Oqualim reached a temporary mutual recognition agreement that covers the activities of manufacturing compound feed and premixtures, distributing and placing them on the market. In May 2019, we extended the scope to distribution and trading of feed materials. This means that GMP+ FSA certified companies may purchase these feed products from RCNA certified companies only under certain conditions.

With this newsletter we would like to inform you about the conditions that apply to GMP+ FSA certified companies that purchase animal feed from an RCNA certified company:

 • The supplier must be RCNA certified for the animal feed concerned. The scope of the mutual recognition is that it means that the supplier must be certified according FCA (Ovocom), FEMAS (AIC), GMP+ FSA or QS. Not any other certificate is accepted.
 • The RCNA certified premixture or compound feed company must be included in the directory of the certified sites of Oqualim www.oqualim.fr
 • The RCNA certificate must specifically mention that the operator fully complies with the current Appendix 1 “Purchase requirements for goods and servicesof the RCNA specifications (what means that suppliers are FCA, FEMAS, GMP+ FSA or QS certified).

If the RCNA certified company has the scope 'distribution' or 'trade' for feed materials or feed additives, then the certification must always be linked to a production or distribution certification for premixtures and / or compound feed.

If this company belongs to a group, then this group must be explicitly stated on the certificate and all the companies in this group must meet the above four conditions. See for more details GMP+ BA10 ‘Minimum requirements for Purchasing.

By December 31st, 2019, the current temporary mutual recognition agreement between Oqualim (for RCNA certification scheme) and GMP+ International (for GMP+ FSA certification) will terminate. Before December 31st, 2019, we will inform you about what conditions will be valid from January 1st, 2020 and onwards.
