International Database for Transport of Feed (IDTF) – Newsletter 1/2021

There have been several changes for the IDTF by the International Committee for Road Transport (GMP+ International, OVOCOM, QS, Qualimat, EFISC-GTP, AIC and AMA). The changes are now implemented in the IDTF. Please find here further information about the changes. At the request of the companies, products and their cleaning regime are entered in the IDTF as soon as these are agreed by the ICRT. The date on which the change was entered in the IDTF is indicated by the ‘publication date’. The date on which the cleaning regime becomes mandatory is indicated with ‘mandatory from’.

3. New exemption for cleaning requirements after the transport of Molasses and Glycerine

For some products listed in the IDTF it is under certain conditions possible to waive the cleaning, if products are transported in succession that are listed in the same IDTF No. This exemption now has been extended for products listed under the following IDTF No:

  • New IDTF N° 30699: Glycerine and lecithins, of vegetable origin and labelled as feed/ food/ pharma or as suitable for feed/ food/ pharma
  • IDTF N° 30440: Liquid oils, fats, fatty acids, (esterified) acid oils of vegetable origin and labelled as feed/ food/ pharma or as suitable for feed/ food/ pharma
  • IDTF N° 30433: Molasses, vinasses and similar products

Now also cleaning can be waived under certain conditions not only for products listed under the same IDTF number, but also if the products are listed under IDTF No. 30440, 30699 or 30433 respectively:

For new IDTF N° 30699:
Glycerine and lecithins, of vegetable origin and labeled as feed / food / pharma or as suitable for feed / food / pharma, the following exemption applies:

Cleaning after a transport of a product listed in this IDTF No is not mandatory when

  • The next load belongs to this IDTF No, or
  • The next load belongs to following IDTF No

* FCA certified companies should inform their Certification Scheme OVOCOM in case of application of exemption from the cleaning regime.

Important:
In order to be able to dispense with cleaning after respectively before transporting these products, further requirements must also be met:

  1. The bulk tanker is properly drained;
  2. This exemption from cleaning must be approved in writing by the company that receives the product. The instructing party must confirm to the transport operator that the exemption can be applied;
  3. This exemption from cleaning must not lead to an increase in chemical, microbiological and/or physical risks for transported feed and must be included in the risk-assessment of transport company and documented;
  4. The time between the 2 following loads must be taken into account in the risk assessment.

The extension of the exemption becomes effective immediately. The change of the IDTF N° for Glycerine and lecithins, of vegetable origin and labeled as feed / food / pharma or as suitable for feed / food / pharma from 30440 to 30699 will be mandatory from 20.12.2021

4. Partial lifting of the feed ban

The European Union (EU) has partially lifted the ban on using processed animal proteins in feed according to the Directive (EU) 2021/1372.

As of 6 September, 2021, existing limitations are alleviated under certain conditions:

  • processed animal proteins obtained from pigs and insects may be added to poultry feed
  • processed animal proteins obtained from poultry and insects may be added to pig feed
  • gelatine and collagen obtained from ruminants may be added to feed for non-ruminants.

Adapting this legislation has certain consequences for the IDTF. The ICRT is preparing the changes and striving to carry these out as soon as possible. In anticipation of these changes, the companies are allowed to transport animal proteins in accordance with the Directive (EU) no. 2021/1372 or in accordance with their national legislation when this is stricter than the EU legislation.

5. Disclaimer is adapted

The following sentence is added to the disclaimer to emphasize that the cleaning regime in the IDTF concerns a minimum cleaning regime. Sometimes, a stricter cleaning regime may be applicable.

“However, when required by legislation or where significant health, safety or environmental  hazards exists, a stricter cleaning regime may be applicable.”
